An Exploratory Study on Self-reliance Support Program for Single Parent Families: Focusing on ¡°Compulsory¡± Savings Plan for Welfare Facility Residents

Abstract
This study aims to explore how single mothers living in welfare facility perceive and utilize self-reliance support programs such as ¡®compulsory¡¯ savings plan for self-reliance. To this purpose, we conducted a case study, implementing in-depth interviews with 19 current and former welfare facility residents and focus group interview with social workers involved. The research findings are as follows. First, ¡®compulsory¡¯ savings plan for self-reliance, after being ¡®settled down as a policy¡¯ for the past 15 years, is regarded as ¡®partially successful¡¯ since it increased savings overall, but raised the concerns of privacy infringement as well. Second, ¡®voluntary¡¯ savings plan for self-reliance is ¡®an additional option for single mothers with surplus income¡¯which was introduced two years ago. However, there are limitations due to the lack of understanding about the program and the prospect that only a small number will be qualified. The success of the program ¡®depends on how proactively people utilize it¡¯ in the future. Third, ¡®matching fund¡¯ for voluntary savings plan was implemented in the studied facility on their own, incentivizing savings through matching funds. It turned out to be ¡®an effective program for asset-building¡¯, enabling ¡®a first step toward savings¡¯ even without any income. Based on these findings, we discussed issues in depth and suggested measurement for policy improvement.
